Multiple Award Task Order Contract for Resilient Architect-Engineer Services (RAES)

The US Air Force is seeking to establish a Multiple Award Task Order Contract (MATOC) for Resilient Architect-Engineer Services (RAES) to support Facility Sustainment, Restoration and Modernization (FSRM) and Military Construction (MILCON) projects. The contract will have a total ceiling of $3.4 billion and a maximum ordering period of 10 years. The Air Force expects to award contracts to approximately 11 firms, with 6 in the Unrestricted Pool and 5 in the Small Business Pool, including 1 Woman-Owned Small Business (WOSB) reserve. The scope of work includes A-E Title I and Title II services for FSRM and MILCON projects, with a focus on mission resilience. Key services include project management, architecture, engineering, construction inspection, and cost estimating. • The contract will be awarded based on a qualifications-based selection process, with evaluation criteria including specialized experience and technical competence, professional qualifications, past performance, capacity to accomplish the work, and knowledge of the locality. • The Air Force is seeking firms with experience in resilient design, energy efficiency, and sustainable building practices. • The contract will be managed by the Air Force Installation Contracting Center (AFICC) and the Air Force Civil Engineer Center (AFCEC).
