Staffing Study - State Police within DESPP, & Custody & Counseling Staff at DOC

The State of Connecticut’s Department of Administrative Services (DAS) is issuing an RFP to engage a qualified individual or consulting firm to conduct a comprehensive staffing study. The study must deliver data‑driven analysis and best‑practice recommendations for two distinct areas: (1) the Division of State Police within the Department of Emergency Services and Public Protection (DESPP) and (2) custody and counseling staff within the Department of Correction (DOC). The contractor will be expected to assess current staffing levels, workload, operational effectiveness, and future needs, and then propose actionable staffing models and policy recommendations. • Scope includes quantitative analysis, benchmarking against peer agencies, and qualitative interviews with key stakeholders. • Deliverables: interim progress reports, a final written report with recommendations, presentation to agency leadership, and supporting data sets. • No line‑item bid; the contract will be awarded under a Personal Service Agreement (PSA). • Open to all vendors; submission process is electronic via the CT procurement portal.
