Financial Project Management Services WASTEWATER SYSTEM IMPROVEMENT PROJECT

The City of Vergennes is seeking qualified firms or individuals to act as financial project management advisors for its wastewater system improvement effort. The consultant will administer funding, ensure compliance with multiple public‑financing sources (USDA Rural Development, Vermont CWSRF), and support the City’s manager, treasurer, engineer, and auditors throughout design and construction (Sept 2026‑2028). The role may be advisory, direct administration, or a hybrid, with deliverables defined in a negotiated scope. • Provide financial project management and funding administration for a multi‑year wastewater infrastructure project. • Coordinate with City staff, project engineer, and external auditors to meet statutory and funding requirements. • Prepare and manage budgets, cash‑flow forecasts, draw requests, and compliance reporting. • Advise on procurement, cost control, and financial risk mitigation. • Deliver periodic status reports and final financial close‑out documentation.
