Description

The State of Delaware Department of Natural Resources and Environmental Control is seeking professional services to analyze the electricity distribution systems within the State of Delaware. The selected contractor will be responsible for synthesizing work products with data and other readily available information to produce an analysis of Delaware's electricity grid. The analysis should identify measures, methods, technologies, and investments capable of cost-effectively bolstering the distribution grid's resilience to disruption and capacity to maximize the contribution of renewable energy sources. Some key tasks include: * Developing a workplan and analytic framework to characterize the current and future capacity of the state's electricity grid * Conducting a statewide analysis of the baseline conditions characterizing the electric distribution grid of each Delaware electric utility * Providing a written final report that analyzes the challenges and opportunities facing the various Delaware distribution grid operators and assesses the potential impacts of new technologies on Delaware grid reliability and resilience. Some of the key evaluation criteria for selecting a contractor include: * Experience, reputation, and expertise of the vendor * Capacity to meet project requirements * Demonstrated technical ability * Other criteria necessary for a quality cost-effective project. The State of Delaware reserves the right to reject any or all proposals, to waive defects, technicalities or any specifications, and to solicit new proposals on the same project or on a modified project.

Budget estimate

$200,000 – $1,000,000

Based on the scope of work and the fact that this is a professional services contract, the budget for this opportunity could be substantial. Considering the complexity of the project, the need for specialized expertise, and the potential duration of the contract, a rough estimate for the budget could be between $200,000 and $1,000,000. This estimate is based on the assumption that the contractor will need to assemble a team of experts, conduct thorough research and analysis, and develop a comprehensive report with recommendations for improving the grid's resilience.
