Description

The State of Delaware’s Department of Natural Resources and Environmental Control (DNREC) is seeking qualified contractors to install residential solar photovoltaic (PV) systems for low‑ and moderate‑income households. Vendors must handle client outreach, application processing, on‑site assessments, installation of systems up to 6 kW (low‑income) or 8 kW (moderate‑income), provide a 10‑year parts‑and‑labour warranty, manage SREC transfers, and submit required monthly and quarterly reports. The contract is a three‑year term with two optional one‑year extensions and includes no bid or performance bond requirements. • Eligibility: Delaware business license, Master Electrician license, required insurance, and solar‑installation training. • Financials: Fixed pricing must stay under $6/W DC, with the State covering 100 % of low‑income projects and 70 % of moderate‑income projects; payments are released after Part 1 and Part 2 approvals. • Deliverables: Complete installation, warranty service, monthly usage reporting, quarterly subcontractor reporting, and SREC transfer to DNREC.

Budget estimate

$1,000,000 – $3,000,000

No total contract amount is disclosed, but the program historically funds ~40 projects per year and projects ~75 projects per year moving forward. With a cost cap of $6/W DC, typical system costs are $36 k (low‑income) to $48 k (moderate‑income). Assuming a vendor secures roughly 20 % of the annual volume, annual revenue could range from $800 k to $1.2 M, yielding a three‑year total between $2.4 M and $3.6 M. A conservative estimate places the contract’s earnings between $1 M and $3 M over the base term.
