Special Situation Investment Management Services

The Pension Benefit Guaranty Corporation (PBGC) is seeking a contractor to provide Special Situation Investment Management Services. The contractor will be responsible for managing and liquidating special situation assets (SSAs) assigned by PBGC's Corporate Investments Department. The contractor will have full proxy voting discretion for the assigned assets and will be required to provide comprehensive reporting on the status of the assets managed. The contract is expected to be a hybrid labor-hour/fixed-rate, variable-quantity contract with a 10-year period of performance. The contractor will be required to have experience in providing special situation investment management services and to act as an ERISA fiduciary. Some key responsibilities of the contractor include: • Developing innovative liquidation and marketing strategies for illiquid assets • Assisting in the evaluation of proposed restructuring plans or settlements • Maintaining a disaster recovery and business continuity plan • Providing comprehensive reporting on the status of the assets managed • Acting as PBGC's agent in connection with assigned SSAs and having full proxy voting discretion The contractor will be evaluated based on their technical approach, firm resources, corporate experience, and price proposal. Some of the key requirements for the contractor include: • Being registered with the Securities and Exchange Commission (SEC) as an investment advisor • Having a positive net worth • Having experience in providing special situation investment management services • Not utilizing sub-advisors or subcontractors for the management or performance of these services • Having an active SAM.gov registration by the time of the Phase-2 submission
