Election Management and Administrative Services

The Public School Employees' Retirement System (PSERS) is seeking a competent, independent contractor to provide Election Management and Administrative Services for the Election of Public School Employees' Retirement Board Trustees. The contractor will be responsible for preparing and distributing election ballots, receiving and validating votes, and certifying election results. The contract will be for a period of 5 years, with the option to renew. The contractor must have the capability to utilize electronic methods of voting, including internet and interactive voice response (IVR) telephone systems, in addition to conducting elections entirely via paper ballots. The contractor will be required to provide comprehensive standard and special reports, including a certification of the results of all scheduled and special elections within 30 days of the completion of an election. Key aspects of the job include: • Maximizing the number of ballots received by qualified electors • Providing a ballot secure from tampering/fraud • Maintaining strict ballot secrecy • Maximizing response rates through clear, engaging ballot design and high-quality validation systems • Minimizing cost per ballot mailed/responses tabulated • Providing timely, responsive support to PSERS from ballot design through final disposition of Records • Demonstrating experience in conducting, validating, tabulating, and certifying results of an election
