Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program

The VA is issuing an RFP to award multiple firm‑fixed‑price IDIQ contracts for FDA‑cleared electro‑therapeutic devices (TENS, IFC, short‑wave diathermy, portable neuromodulation) and associated accessories to support non‑opioid pain management across all VA facilities. The award will be structured by CLIN/SLIN, with a base year and up to four option years (total five‑year contract horizon). Proposals must include technical capability statements, FDA 510(k) clearance letters, OEM distributor letters (if applicable), past‑performance documentation, and product samples shipped to the VA Denver Logistics Service. Evaluation will be LPTA for most CLINs and Best‑Value for select items, using a tiered set‑aside that prioritizes SDVOSBs, then VOSBs, then other small businesses, and finally large businesses. The contract ceiling for the entire program is $500 million, with a $5,000 minimum guaranteed order value for each base IDIQ award.
