Description

The National Institute of Standards and Technology (NIST) is seeking a drop-in replacement vector network analyzer (VNA) that can operate and perform measurements from existing high-frequency equipment. The VNA must meet specific requirements, including being a Keysight VNA Model N5222B-419 with additional options, being drop-in compatible with NIST-Boulder existing hardware and software, and having a phase noise specification of -115 dBc/Hz or better. The project duration is 24 weeks, and the place of performance is NIST Boulder. The contractor must ensure the unit is compliant with the DOC Enterprise Cybersecurity Policy (ECP) Program requirements and demonstrate conformity using the USGv6 Suppliers Declaration of Conformity. Some key features and requirements of the VNA include: • Being a Keysight VNA Model N5222B-419 with additional options “020” and “UNY” • Being drop-in compatible with NIST-Boulder existing hardware and software • Having a phase noise specification of -115 dBc/Hz or better • Operating at base frequencies up to 20 GHz or higher • Having 4 VNA ports that operate at the full frequency range • Having at least two internal frequency sources that are phase-referenced to each other • Having a dynamic range of 125 dB, or larger, at 18 GHz on all ports • Including a 1-year OEM warranty on unit and parts

Budget estimate

$200,000 – $500,000

The budget amount for this opportunity is not explicitly stated in the document. However, considering the complexity and specificity of the required vector network analyzer, it is likely to be a significant amount. Based on the fact that NIST already has over $1M invested in millimeter-wave extenders, the replacement VNA could potentially cost in the range of $200,000 to $500,000, considering the estimated additional costs and delays mentioned in the justification for other than full and open competition. The actual budget amount may vary depending on the negotiations with the selected contractor.
