Modification to Extend Services for Scientific, Operations and Administrative Resources (SOAR) Contract Program

The National Institutes of Health (NIH) is seeking to extend services under the existing Scientific, Operations, and Administrative Resources (SOAR) contracts on a non-competitive basis. The SOAR contract program provides specialized scientific professional services to support NIH in meeting its operational objectives. The services include new and in-progress research projects, program deployment and implementation, and other activities necessary to conduct the business and fulfill the mission of NIH's biomedical research program. The current contract holders are Axle Informatics LLC, Gap Solutions, Inc., Kelly Services, Inc., Guidehouse Digital LLC, and 22nd Century Technologies, Inc. The contract period extensions are the minimum acceptable and necessary to meet mission requirements. Key aspects of the opportunity include: • The contract has a combined maximum contract ordering value of $3,600,713,546. • The ordering period ends June 21, 2026, and task orders may extend up to twelve months past the parent contract ordering period end. • The extension will provide sufficient time and resources to conduct a competitive acquisition process and transition services. • The current contract holders are uniquely qualified to seamlessly provide these specialized services for the extended ordering period.
