Description

The Department of Health is seeking information from organizations capable of developing external quality tests for vector-borne disease agent surveillance. The scope of work involves researching, developing, validating, and documenting safe external proficiency testing procedures. The contractor will be required to work exclusively at their laboratory facilities and will be provided with limited virus-free mosquito samples for use in confirmation testing. The objectives of the project include developing a written manual for safe external proficiency testing, validating the proficiency testing protocol, demonstrating proficiency test performance characteristics, and providing an analysis of field-expedient capability. Key aspects of this opportunity include: • Development of external quality tests that utilize non-infectious agents to minimize risk • Validation of the proficiency testing protocol • Demonstration of proficiency test performance characteristics • Analysis of field-expedient capability • Work to be performed exclusively at the contractor's laboratory facilities • Limited virus-free mosquito samples to be provided by the Government for confirmation testing

Budget estimate

$200,000 – $500,000

Given that this is a Request for Information and not a solicitation for a contract, it is difficult to estimate the budget. However, considering the scope of work and the fact that the Government will provide limited virus-free mosquito samples, the budget might be moderate, potentially in the range of $200,000 to $500,000. This estimate is based on the assumption that the project will require significant research and development efforts, but the costs will be somewhat mitigated by the Government's provision of samples. Factors that may influence the likely payment range include the complexity of the external quality tests, the number of samples required, and the level of expertise needed to develop and validate the proficiency testing protocol.
