Description

The City of New York’s Department of Design and Construction is seeking a qualified contractor to perform deep geotechnical and environmental borings—both land‑based and marine—supporting public‑building projects across Manhattan, the Bronx, and Queens. The work will be executed on a requirements basis over a three‑year period, with the option for one additional three‑year renewal. Bids must be submitted electronically by 11:00 am on April 29 2026, with a recommended submission 48 hours earlier. The contract ceiling is $1.8 million, and subcontractor mark‑up for marine vendors is capped at 5 %. • Scope includes mud‑rotary drilling, casing advancement, diamond core sampling, split‑spoon and undisturbed (Shelby‑tube) sampling, observation‑well installation, grouting, and related testing (permeability, GPR, etc.). • Marine drilling is allowed; marine vendors are to be subcontracted by the primary drilling contractor, with no direct DDC coordination required. • No bid bond required; performance/ payment bonds only for work orders ≥ $1 M, and the City will reimburse bond costs. • Mandatory insurance, retainage (5 %), and detailed daily reporting requirements are outlined in Schedule A. • Pre‑bid conference held April 10 2026 (virtual via Teams); attendance not mandatory.

Budget estimate

$1,000,000 – $1,800,000

The solicitation caps the contract at $1.8 million and specifies a three‑year base term (with a possible renewal). Assuming a typical award near the ceiling for a qualified contractor, the expected earnings would fall between roughly $1 million (minimum viable scope) and the $1.8 million maximum. Factors influencing the final amount include the number of work orders issued, the proportion of marine versus land borings, and any price escalations if the contract is renewed.
