Description
The County of St. Louis is seeking a qualified construction contractor to build an 8.2‑mile ATV trail from Peyla Road to Pfeiffer Lake Road, including extensive earthwork, wetland fill, bridge construction, boardwalk installation, and culvert installation. The project follows the 2025 MnDOT Standard Specifications and requires compliance with a range of environmental, safety, and labor statutes.
• Scope includes clearing, grubbing, grading, aggregate surfacing, wetland fill, two 26‑ft timber OHV bridges, boardwalks (8 ft and 16 ft wide), multiple CP pipe culverts (12‑, 18‑, 24‑in), rip‑rap, geotextile/geogrid, sediment‑control logs, traffic control devices, signage, and seeding of disturbed areas.
• Total estimated quantities: 5.7 acres clearing, 4.8 acres grubbing, 18,260 cu yd aggregate surfacing, 2,880 sq yd geotextile, 3,290 sq yd geogrid, 120 lf each of 12‑, 18‑, 24‑in culverts, 610 lf of 8‑ft boardwalk, 60 lf of 16‑ft boardwalk, two timber bridges, and associated sign and gate hardware.
• Mandatory pre‑award requirements: 5 % proposal guaranty bond, responsible‑contractor verification, non‑collusion affidavit, workforce and equal‑pay certifications (if applicable), project‑labor agreement, and extensive environmental permits (MPCA NPDES, USACE §404, DNR wetland replacement).
• Schedule: electronic bid submission due 08 Oct 2026 10:00 a.m., bid opening 08 Oct 2026 10:01 a.m., award expected within 45 days, construction start 16 Nov 2026, primary completion 18 Jun 2027, final close‑out 30 Jun 2027.
