The Mayor’s Office of Contract Services (MOCS) is seeking proposals for optimizing the performance, efficiency, reliability, and scalability of its procurement systems and processes. The current PASSPort e-Procurement platform was initially implemented in 2016 and has undergone several changes, including the integration of the former Health and Human services procurement platform, HHS Accelerator, in 2024. The city is looking for proposals to either enhance/optimize the current system (Category 1) or implement a replacement system in whole or in part (Category 2). The proposed solution must demonstrate a high level of uptime, scalability, and preserve all existing business functionality.
• The solution must incorporate a multi-tier architecture allowing for load balancing and workload distribution, and scaling.
• The solution must provide real-time monitoring with robust application performance metrics and tracking.
• The solution must allow for quick expansion of monitoring parameters and metrics to address new system vulnerabilities.
• The solution must provide reliable, proactive detection of performance degradation.
• The solution must demonstrate a high level of uptime, with a minimum of 2,500 concurrent users having consistent access to system logins and user functions.
• The solution must preserve all existing business functionality, which must remain available throughout the entire solution implementation.
• The solution must provide comprehensive vendor management, complete catalog management for goods purchases, and support comprehensive source-to-contract functionality throughout all phases from authoring through registration.
• The solution must support full financial functionality, including but not limited to funds certification, budgeting, advances, invoicing, receiving, and payment.
• The solution must provide full document management for vendor, agency, and admin users of the system.
• The solution must provide comprehensive access control and allow user configuration of global pages.
