Rhode Island Public Transit Authority (RIPTA) is procuring a single mobile, diesel‑powered tow‑behind snow‑melt system to enhance winter road‑clearing capabilities. The contract is firm‑fixed‑price and includes delivery, on‑site set‑up, operator training, and a one‑year warranty. Bidders must submit a lump‑sum price covering the equipment, trailer, fuel and water tanks, controls, and all associated services, and must provide performance and payment bonds equal to 100 % of the proposal amount along with a 5 % proposal guarantee. The award will be based on the lowest responsive price that meets the detailed technical specifications and compliance requirements (Buy‑America, DBE, Davis‑Bacon, etc.).
• Technical specifications: minimum 18 tons/hr melt rating, 5.8 MM BTU/hr burner, 30‑40 gal/hr fuel use, 200 gal fuel tank, 300 gal water tank, trailer with dual‑axle brakes, overall weight up to ~10,500 lb, and mobility speeds ≥ 50 mph.
• Delivery, installation, and training: vendor must deliver the unit to a RIPTA facility, perform a one‑day on‑site set‑up, demonstrate operation, and train RIPTA staff.
• Mandatory compliance: performance/payment bonds (100 % of bid), 5 % proposal guarantee, insurance minimums (CGL $3 M/$5 M, automotive $1 M/$3 M), Buy‑America certification, and adherence to federal, state, and local procurement regulations.
