Notice of Intent to Sole Source - Real Time Crime Investigation System

The City of Homestead intends to award a contract on a sole source basis for the procurement of a real-time crime investigation system. The City intends to negotiate and award a contract to LeadsOnline, LLC, which provides a subscription-based crime investigation software platform, including access to its proprietary database and investigative tools, as well as ongoing support and system maintenance. The system enables law enforcement personnel to search, analyze, and cross-reference transactional and investigative data, including pawn transactions and secondhand dealer records, in support of criminal investigations. * The system must provide a proprietary law enforcement investigative database and software platform. * The system must have exclusive access to participating dealer data. * The system must have unique functionality and investigative tools. * The system must be compatible with existing law enforcement operations. * No reasonable equivalent or substitute system is available.
