Supply of Sheeted Cotton Linters (For Use in Nitrocellulose Production)

The Army Contracting Command at Picatinny Arsenal is seeking information from industry regarding the ability to supply sheeted cotton linters for producing nitrocellulose at Radford Army Ammunition Plant. The material must conform to Class 2 of MIL-C-206A and have specific properties, such as moisture content, alkali soluble matter, and ether extractive matter. The supplier must provide a white paper with capability statements, including facility capacity, product lines, and production experience. • The material shall be supplied in rolls with nominal properties, such as average sheet thickness and basis weight. • The material must be free from visible impurities, tears, lumps, and foreign material. • The supplier must have the capability to produce 1.8 to 3.1 million pounds per year of sheeted cotton linter cellulose. • The white paper must be submitted via email to the specified contacts.
