Parkland Health is seeking a qualified contractor to provide comprehensive landscaping and grounds‑maintenance services for its Main Campus in Dallas, Texas. The contract will be a fixed‑price services agreement covering routine lawn care, tree and shrub maintenance, flower‑bed upkeep, irrigation operations, fountain maintenance, snow/ice removal, and related “policing” duties (porters, litter removal, power‑washing). The award will be based on best‑value criteria: technical experience, past performance, and compliance with the Statement of Work; price is considered for reasonableness only. The solicitation includes extensive M/WBE participation goals (25 % of contract dollars) and mandatory certifications (TEC Form 1295 for contracts ≥ $1 M, boycott and ownership certifications, Symplr vendor credentialing). The contract term is three years with two optional one‑year extensions, for a maximum of five years.
• Provide full‑service landscaping, irrigation, fountain, snow/ice, and cleaning operations across more than a dozen campus sites.
• Submit a single electronic proposal (cover sheet, pricing Excel file, M/WBE participation plan, certifications) via the Parkland Supplier Portal by Dec 1 2025.
• Must meet technical scoring (20 % each for experience, performance, and SOW compliance) and satisfy extensive Texas‑state compliance and reporting requirements.
