Description

The Commonwealth of Kentucky is issuing an Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the supply, installation, and related services of polypropylene barrier walls (D11 & D12) to control bank erosion at multiple state locations. The contract covers all materials (polypropylene bags, fill material, concrete, channel lining, etc.), labor, equipment (excavators, pump trucks, trackhoes), mobilization, traffic control, and associated insurance and certification requirements. Bidders must submit a $0.01 placeholder price online and then provide the actual bid on the attached bid sheet, complying with Buy America and DBE requirements. The lowest‑price bidder receives the maximum score; award will be based on best‑value evaluation. The solicitation closes 10/01/2026 at 13:30; all bids must be submitted electronically via Kentucky’s e‑Procurement system. • ID/IQ master agreement – multiple delivery orders over contract life • Polypropylene barrier wall material (minimum 5 oz, ASTM‑tested) supplied and installed • Includes excavation, foundation preparation (yielding & non‑yielding), backfill, concrete placement, and traffic control • Mandatory insurance, DBE, Buy‑America, and non‑collusion certifications • Electronic bid only; $0.01 placeholder required, actual price on attached bid sheet • Award based on lowest price (100 % of evaluation) and best‑value criteria

Budget estimate

$1,000,000 – $5,000,000

The contract is an ID/IQ master agreement for a statewide erosion‑control program. Based on typical Kentucky Transportation Cabinet barrier wall projects, each delivery order can range from $50 k to $250 k, and the overall contract is expected to support dozens of orders over several years. A reasonable ball‑park total contract value is therefore between $1 million and $5 million, depending on the number of sites, material quantities, and labor rates. Factors influencing the final budget include the number of delivery orders awarded, the length of barrier wall installed per site, and any additional equipment or concrete costs.
