Tax consultancy services for Locally Employed Staff

The U.S. Embassy Kigali is seeking a tax consultancy firm to provide professional tax advisory and statutory payroll compliance services for its Locally Employed (LE) staff in Rwanda. The contractor will be responsible for calculating and filing mandatory employee tax returns and employee Rwandan Social Security Board contributions, as well as providing withholding tax compliance assistance. The contract will be for a one-year period with two possible one-year renewals. The contractor must have experience providing tax services in Rwanda and must demonstrate professional competence and the ability to safeguard sensitive employee information. • The contractor will establish a viable process for payment calculation methodology for bi-weekly income tax and employee social security withholding. • The contractor will develop a sound employee database and tax tables based on information provided by the Embassy. • The contractor will provide Pay-As-You-Earn (PAYE) returns and employee social security contributions. • The contractor will assist with queries from the Rwanda Revenue Authority (RRA) and the Rwanda Social Security Board (RSSB). • The contractor will generate end-of-year tax certificates for each employee and submit a report to the Embassy on the amount of payroll tax deducted from each employee's pay.
