Notice of Intent to Sole Source - Brevard County Mid Reach Sea Turtle Surveys and Monitoring

The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to sole-source a contract to The University of Central Florida for sea turtle surveys and monitoring at the Brevard County Mid-Reach project. The University of Central Florida is the only Marine Turtle Permit Holder for the Brevard County locations and is therefore the only qualified contractor to perform the services. The contract will involve surveying nesting, threatened and endangered sea turtle species, and the contractor must be permitted by the state. The project has been delayed due to an "act of God" incident, and additional monitoring is required. • The contract is for environmental consulting services, specifically sea turtle surveys and monitoring. • The University of Central Florida is the only qualified contractor due to their Marine Turtle Permit Holder status. • The project has been delayed, and additional monitoring is required. • The contract will be sole-sourced under the authority of 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1.
