Request for Proposals - City of Chandler Housing Rehabilitation Program Project Management Services ; NR6-912-5051

The City of Chandler is seeking a qualified contractor to provide comprehensive project‑management services for its Community Development Block Grant (CDBG) Housing Rehabilitation Program. The contractor will manage 25‑30 residential rehabilitation projects per year, handling inspections, scope development, cost estimating, procurement of subcontractors, on‑site construction oversight, compliance with HUD, lead‑based‑paint, environmental and labor regulations, and detailed billing/reporting. The contract is for up to three years with optional one‑year extensions, funded by up to $1 M in CDBG dollars. • Perform pre‑ and final inspections, identify code and safety deficiencies, and develop HUD‑compliant scopes of work. • Procure and manage subcontractors, ensure all federal, state, and local regulations (HUD, OSHA, lead‑based‑paint, etc.) are met, and oversee construction activities. • Submit monthly reports and invoices in accordance with HUD CDBG requirements, maintain required insurance, background screening, and warranty provisions.
