The State of North Carolina’s Department of Health and Human Services is seeking a qualified vendor to provide a new Toyota Sienna XSE Sport and perform a comprehensive suite of accessibility‑related modifications for a client with disabilities. The contract is a one‑year, fixed‑price award and requires the vendor to be a North Carolina‑registered supplier in good standing, to submit a fully‑completed electronic bid, and to demonstrate the modified vehicle at the client’s residence prior to final acceptance. The solicitation includes detailed specifications for wheelchair lifts, lowered floor entry, hand controls, steering adaptations, safety labeling, and warranty provisions. Bids are due by October 13 2026, with questions due by September 29 2026. The award will be made to the lowest responsive and responsible bidder that meets all technical requirements.
• Provide a new Toyota Sienna XSE Sport (base vehicle)
• Install wheelchair‑accessibility modifications (drop‑floor, side‑entry conversion, ramps, hand controls, steering/brake aids, etc.)
• Supply all required safety labels, certifications, and warranty documentation
• Conduct a free on‑site demonstration to verify client fit before final acceptance
• Deliver and install the vehicle in Lenoir, NC; provide training to the client on operation
• Maintain financial stability certifications and comply with state procurement, E‑Verify, and anti‑discrimination requirements.
