Description

The City of Los Angeles, Bureau of Engineering (BOE) is seeking a consultant to provide a roadway infrastructure survey, which includes a pavement condition survey of approximately 5,200 centerline miles. The consultant will assess inspection results for corresponding ASTM D6433 Pavement Condition Index (PCI) values, pavement video logs, right-of-way (ROW) images, and roadway geometry. The scope of services includes collecting comprehensive, automated pavement data, conducting automated data collection surveys, and assessing inspection results. The consultant will also provide a subject matter expert to provide as-needed technical assistance and consulting services related to the Pavement Management System. • The project involves collecting pavement condition data to enable the City to make informed programming decisions and apply advanced pavement preservation techniques. • The consultant will use a fully integrated automated imaging system to collect data, including high-resolution downward pavement imagery and forward ROW cameras. • The consultant will conduct semi-automated pavement distress identification and quantification by manual review of the pavement images in accordance with ASTM D6433. • The consultant will provide a distress rating manual specific to the City and develop a distress rating quality control procedure. • The consultant will deliver ROW forward imaging data and pavement downward image with distress rating data for QA purposes.
