Description

The Bureau of Indian Affairs (BIA) is seeking a qualified contractor to manage solid‑waste excavation, screening, segregation, and back‑hauling for the Tuba City Dump (TCD) remediation project on Navajo Nation and Hopi Tribal lands. The work includes radiological‑waste screening, compliance with RCRA Subtitle D, DOT hazardous‑material training, and coordination with designated municipal solid‑waste landfills (e.g., Waste Management Painted Desert). The contractor must provide radiological control technicians, conduct weekly and lift‑by‑lift scanning, handle mixed hazardous/radiological waste streams, maintain detailed documentation, and prepare required shipping manifests (NRC Forms 540/541). The effort is phased, focusing initially on Areas 1‑A and 1‑B, with potential escalation to higher‑risk zones. Key deliverables include waste characterization reports, quality‑control procedures, and emergency‑response protocols. • Provide excavation, screening, and segregation of up to ~144 radiological samples across 1,000 CY stockpiles. • Supply qualified Radiological Control Technicians and a Project Radiation Safety Officer. • Ensure compliance with EPA, NRC, DOT, and State of Arizona regulations. • Coordinate transport to approved MSWLFs and, if needed, to licensed radiological waste facilities. • Maintain records for the life of the project plus three months, with traceability of all waste containers.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract value. Similar federal waste‑remediation contracts for tribal sites typically range from $5 million to $15 million, depending on volume of material, radiological screening intensity, and transportation logistics to multiple disposal facilities. The estimate assumes: (1) excavation of several thousand cubic yards of waste, (2) provision of specialized radiological control staff, (3) multiple waste‑characterization samples (≈144), and (4) long‑term tracking and reporting requirements. Factors that could raise the upper bound include discovery of higher‑risk radiological waste requiring licensed disposal, or extended project duration beyond the initial phases.
