Arbitrage Rebate Reporting Services

The City of Ontario is seeking a qualified consultant to provide comprehensive arbitrage rebate reporting and continuing disclosure review services for its portfolio of tax‑exempt municipal bonds. The consultant must also furnish any necessary IRS rebate paperwork and submit detailed reports to the City. • Perform arbitrage rebate calculations (annual interim, final, and at bond maturity/redemption) in accordance with IRC §148 and Treasury regulations. • Prepare and file IRS Form 8038‑T and related documentation for rebate payments. • Conduct a five‑year continuing‑disclosure compliance review of all City bonds, identifying any gaps or deficiencies. • Deliver all reports in PDF format via the electronic bid platform, adhering to the City’s insurance, licensing, and certification requirements.
