Description
The U.S. Army Corps of Engineers Baltimore District is seeking industry feedback on subcontracting goals for the Unaccompanied Enlisted Personnel Housing (UEPH) project at Joint Base Myer-Henderson Hall (JBMHH) in Virginia. The project will require a project labor agreement (PLA) in accordance with FAR Subpar 22.5. The USACE has suggested subcontracting goals for the project, including targets for small business concerns, small disadvantaged businesses, women-owned small businesses, HUBZone small businesses, veteran-owned small businesses, and service-disabled veteran-owned small businesses.
• The suggested subcontracting goals include 39.8% for small business concerns, 9.3% for small disadvantaged businesses, 7.1% for women-owned small businesses, 1.6% for HUBZone small businesses, 4.5% for veteran-owned small businesses, and 3.8% for service-disabled veteran-owned small businesses.
• The project is expected to exceed $2 million for construction, and the USACE is seeking feedback on the suggested subcontracting goals.
• The feedback should include suggestions for adjusting or maintaining the suggested goals, as well as justification for the proposed goals.
• The feedback should be submitted via email to Aisha Boykin and Tamara Bonomolo by 05 January 2026 at 1100 am (EST).
