The Alaska Department of Transportation and Public Facilities (ADOT&PF) is proposing to upgrade Seppala Drive in Nome, Alaska. The project involves rehabilitating the full length of Seppala Drive, approximately 1.3 miles, and constructing associated improvements. The proposed work includes pavement rehabilitation, roadside hardware, drainage improvements, intersection improvements, ADA improvements, and subsurface utility upgrades. The project also involves raising the profile grade in places to prevent storm surge overtopping and widening the road to accommodate pedestrian facility improvements.
• The project requires a permit from the U.S. Army Corps of Engineers (USACE) under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.
• The project involves discharge of fill below the high tide line of the Snake River and construction and placement of structures below the mean high-water mark of the Snake River.
• The applicant has proposed mitigation measures to avoid, minimize, and compensate for impacts to waters of the United States from activities involving discharges of dredged or fill material.
• The USACE is soliciting comments from the public, Federal, State, and local agencies and officials, Indian Tribes, and other interested parties to consider and evaluate the impacts of this proposed activity.
