Description
The State Treasurer of Alabama is seeking an experienced actuarial consulting firm to provide ongoing actuarial services for the Prepaid Affordable College Tuition (PACT) Program, a closed 529‑type plan managing roughly $180 million in assets. The contractor will be responsible for quarterly actuarial valuations, annual reporting, cash‑flow forecasting, assumption development, data‑management, and advisory services to keep the fund fully funded through its projected end‑date of 2032. The contract may extend up to five years, with quarterly payments made in arrears. The solicitation requires compliance with Alabama’s procurement rules, the Beason‑Hammon Act (including E‑Verify enrollment), and submission of extensive certifications and disclosures.
