The County of Alameda is seeking a qualified consulting firm to perform comprehensive condition assessments of elevators at three Oakland County buildings and to develop, document, and support a full modernization plan over a three‑year contract (with two optional renewal years). The scope includes on‑site inspections, detailed condition reports, budgeting, CSI‑Master‑Format specifications, assistance with subsequent procurement bids, submittal and shop‑drawing reviews, construction‑phase monitoring, and warranty‑period inspections. The contractor must provide qualified elevator inspectors, adhere to strict response‑time requirements, and cannot subcontract core services. • Perform Phase 1 condition assessments for three elevator systems (2‑Otis, 3‑Otis, 4‑US Elevator) and deliver detailed reports with repair, reuse, and modernization recommendations. • Produce Phase 2 CSI‑Master‑Format modernization specifications within six weeks of Phase 1 report delivery. • Support County during Phase 3 bidding – attend pre‑bid meetings, review bids, and recommend award. • Conduct Phase 4 submittal and shop‑drawing compliance reviews. • Provide Phase 5 construction monitoring (mid‑project and final punch‑list visits) and RFI/change‑order technical evaluations. • Execute Phase 6 warranty inspections at six‑month intervals and at warranty completion. • Maintain NAESA‑certified Qualified Elevator Inspector staff; no subcontractors may perform core services. • Respond to County inquiries within defined timeframes (48 h routine, 24 h important, 4 h urgent). • Contract value covers consulting services only; the County will award separate construction contracts for the actual modernization work.
