Defense Civilian Pay System (DCPS)

The Defense Finance and Accounting Service (DFAS) is seeking sources for the Defense Civilian Pay System (DCPS) from all qualified and experienced sources, including small businesses. The ideal provider will have approximately 49 full-time staff located in the Indianapolis, IN local commuting area, who possess verifiable experience and expertise in software and non-software support services. The scope of work includes software design, development, maintenance, and testing, as well as database development, maintenance, and configuration management. • The provider should have experience in implementing change requests to the system and performing routine system maintenance. • The provider should have experience in supporting large-scale, legacy government financial or payroll systems, particularly those hosted in an IBM Mainframe (z/OS) environment. • The provider should have experience in providing 24/7 production support, including monitoring, issue resolution, and handling unplanned program terminations (ABENDs). • The provider should have experience in producing artifacts, researching findings, and implementing resolutions for federal financial and system audits.
