Description
The Health Resources and Services Administration (HRSA) is conducting market research to gauge industry capability and to evaluate moving its existing Time‑and‑Materials contract for Countermeasures Injury Compensation Program (CICP) Reconsideration Panel Support Services to a performance‑based Firm‑Fixed‑Price (FFP) structure. Respondents will provide feedback on vendor capability, feasibility of an FFP contract, and general observations on the requirement. This RFI/SSN is not a solicitation; responses are voluntary and no reimbursement is provided.
• Core work includes coordinating administrative, medical, and insufficient‑documentation panels, managing USPHS officer and consultant rosters, and producing receipt letters, draft and final reports, and volunteer acknowledgments.
• All work will be performed using the Government‑owned Salesforce case‑management system and must meet defined performance timelines (e.g., receipt within 2 business days, panel convened within 6 months).
• HRSA seeks input especially from small‑business (8‑a, HUBZone, SDVOSB, WOSB) vendors but will consider all qualified firms.
