PLA – Elevated Water Storage Tanks, Kolekole & East Range, Schofield Barracks, Oahu, Hawaii

The U.S. Army Corps of Engineers, Honolulu District is soliciting comments from the construction community on the potential use of Project Labor Agreements (PLA) for a large-scale construction project in Hawaii. The project involves the construction of elevated water storage tanks at two sites in Schofield Barracks, Oahu, Hawaii. The project scope includes the construction of water storage tanks, a water supply storage facility, and a booster pump station. The Government is seeking information to assess whether the use of PLAs will support the Federal Government's goal of achieving economy and efficiency in federal procurement. • The project is valued at over $35 million. • The construction project will involve the installation of potable water distribution lines, special foundations, redundant power systems, and comprehensive mechanical and electrical service distribution. • The project must adhere to current DoD Cybersecurity standards, Anti-Terrorism/Force Protection (AT/FP) regulations, and sustainability mandates. • The Government is seeking input from both unionized and non-unionized contractors, as well as those with experience in the federal marketplace.
