Request for Proposals: Materials Testing Services for Public Works Projects

The County of Santa Cruz is seeking a consultant to provide materials testing services for public works projects. The selected consultant will provide on-call certified personnel and accredited laboratories to perform sampling and testing services in compliance with Caltrans Standard Specifications and the County's Quality Assurance Plan. Typical services may include testing for aggregates, soils, asphalt, concrete, and special inspections. The consultant must demonstrate familiarity with Caltrans Local Assistance procedures and comply with all federal requirements. The contract will be for a two-year period with the possibility of two one-year renewals. • The consultant must provide insurance coverage as outlined in Attachment 3. • The consultant must comply with all federal requirements, including those related to disadvantaged business enterprises. • The consultant must provide a rate sheet detailing staff rates, test rates, and other direct charges. • The consultant must submit a proposal that includes a cover letter, executive summary, company qualifications, project team, experience, approach and QA/QC, response and reporting, conflict of interest statement, litigation history, sample contract agreement, and federal-aid forms.
