Description

The City of Garland is seeking proposals from qualified development teams to serve as the master developer for a premier mixed-use site at the intersection of Holford Rd and the President George Bush Turnpike (PGBT). The site is approximately 13.5 acres and is located near major destinations such as Strike + Reel, Hawaiian Waters, and the Curtis Culwell Center. The City's vision is to create a mixed-use destination that enhances public and private amenities for Garland residents, increases tax revenue, and positions Garland as a destination. The development should include a convention hotel, restaurant, retail, residential multifamily, office, family-oriented entertainment, and other destination-based uses. The proposal should include a company background, qualifications and experience, scope of services, proposed project plan, capital stack, requested incentives, and letters of intent/evidence of tenant interest. Some key points to consider: * The site is located in a prime area with high visibility and access to major highways. * The City is seeking a partner for complementary development that will strengthen the destination experience. * The proposal should include a comprehensive cost proposal and a plan to finance the project. * The City reserves the right to evaluate proposals for the entire development or for portions thereof. * The evaluation process will include a review of the proposals, an interview with the shortlisted proposers, and a reference check. * The City is committed to partnering with developers to deliver strategic, performance-based incentives that support high-quality investment and long-term community value. Some benefits of this opportunity include: * The chance to develop a premier mixed-use site in a prime location. * The opportunity to partner with the City of Garland to create a destination that enhances public and private amenities for residents. * The potential for long-term community value and economic growth. Some challenges of this opportunity include: * The need to navigate the City's evaluation process and meet the requirements outlined in the RFP. * The requirement to provide a comprehensive cost proposal and plan to finance the project. * The need to demonstrate a clear understanding of the City's vision and goals for the development.

Budget estimate

$50,000,000 – $200,000,000

The budget for this opportunity is difficult to estimate, as the City is seeking a master developer for a mixed-use site and the proposal should include a comprehensive cost proposal and plan to finance the project. However, based on the scope of the project, which includes the development of a convention hotel, restaurant, retail, residential multifamily, office, family-oriented entertainment, and other destination-based uses, the budget could be substantial. The City is seeking a partner for complementary development that will strengthen the destination experience, and the proposal should include a plan to finance the project. The City reserves the right to evaluate proposals for the entire development or for portions thereof, and the evaluation process will include a review of the proposals, an interview with the shortlisted proposers, and a reference check. Some factors that may influence the likely payment range include: * The size and scope of the project. * The location of the site and its accessibility to major highways. * The City's vision and goals for the development. * The proposer's experience and qualifications. * The comprehensive cost proposal and plan to finance the project. Based on these factors, a rough estimate of the budget could be between $50 million and $200 million, depending on the scope of the project and the proposer's plan to finance it.
