Homeless Remediation Services

The Santa Clara Valley Transportation Authority (VTA) is seeking proposals from qualified firms to provide comprehensive turnkey clean-up and remediation services for temporary/homeless encampment sites located on VTA right-of-way property. The services include site assessment, debris removal, hazardous waste handling, vegetation abatement, documentation, and coordination with VTA and other public agencies. The goal is to support community well-being, maintain public safety, environmental integrity, and accessibility by removing unauthorized encampments and remedying affected areas. • The contract will be for a term of four years with three one-year option years. • The Proposer must have at least five years of experience safely managing, handling, and disposing of solid and hazardous materials that may be found at homeless encampment sites. • The Proposer must have performed at least two homeless encampment abatement projects or work assignments within the past five years for municipalities, counties, or other public agencies. • The Proposer must hold all required Occupational Safety and Health Administration (OSHA) certifications to safely perform homeless encampment clean-up work. • The Proposer must provide proof of required experience, certifications, and qualifications. • The evaluation criteria include qualification of the firm, staffing and project organization, work plan/project understanding, local firm preference, and cost proposal.
