The City of Bismarck is soliciting qualified construction‑management‑at‑risk (CMAR) firms to oversee the renovation and expansion of the City/County Building, a municipal facility in Bismarck, ND. The CMAR will provide pre‑construction services (cost estimating, constructability reviews, scheduling, value analysis, bid‑package development) and, after negotiating a Guaranteed Maximum Price (GMP), will manage construction through completion and close‑out. The project is split into two phases: Phase 1 (new commission chamber addition, first‑floor renovation, new entrance, stair/elevator tower, civic plaza, exterior improvements) and Phase 2 (basement and second‑through‑fourth‑floor renovations and building‑systems upgrades). Pre‑construction work must be finished by October 2027, construction is expected to start Q1 2028, with substantial completion projected for June 2029‑June 2030. The total project cost is capped at $32 million; the CMAR fee will be a fixed design fee plus a percentage of construction costs.
• Scope includes full‑time on‑site supervision, schedule and cost control, safety management, subcontractor procurement, and final close‑out documentation.
• Required submissions: one digital copy and seven printed copies, ≤ 25 pages (excluding cover materials), due 4 PM CT Oct 23 2026.
• Evaluation based on qualifications, experience with occupied civic renovations, key personnel, workload, safety record, and fee proposal.
