Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for the Temperature & Moisture Advanced Technology Evolution (TMATE) project. The goal of this project is to augment flagship NOAA and NOAA partner microwave sounding observations in support of numerical weather prediction. The project will involve the development and demonstration of new technologies for collecting temperature and moisture radiance profile data. The proposal process will involve a two-phase competitive down-select, with the first phase involving the submission of White Papers and the second phase involving the submission of full proposals. • The project will be awarded as an Other Transaction Agreement (OTA) under the authority granted by the Weather Research and Forecasting Innovation Act of 2017. • The proposal process will involve a two-phase competitive down-select. • The first phase will involve the submission of White Papers, which will be evaluated based on their technical merit and relevance to the project objectives. • The second phase will involve the submission of full proposals, which will be evaluated based on their technical merit, price, and other factors. • The project will have a duration of up to 24 months. • The total price for the project will be negotiated, but it is anticipated that the award will be a Firm Fixed Price (FFP) agreement.
