Strategic Plan RFQ

The City of Middletown, Ohio, is seeking a qualified consulting firm or individual to develop a Citywide Strategic Plan. This plan will serve as a roadmap to guide the City's policies, priorities, and resource allocation over the next three to five years. The plan should be strategic, forward-looking, holistic, inclusive, actionable, and results-oriented. The selected consultant will lead public engagement efforts, work with City leadership and staff, evaluate existing data, and consolidate the findings into a comprehensive strategic plan. The scope of services includes developing a Citywide Strategic Plan that aligns with the City's broader goals and vision, supports decision-making and resource prioritization, and improves alignment across current and future initiatives.
