Description

The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is conducting market research to identify qualified U.S. vendors capable of designing, implementing, and sustaining a comprehensive gold traceability application for Guyana and Suriname. The application will help prevent illegal and foreign gold from entering legal markets, disrupt transnational criminal networks, and incentivize legitimate miners to engage in formal mining activities. The project will encompass the full lifecycle of software development, stakeholder training, and ongoing monitoring and evaluation. • The vendor will design and develop a robust technology platform with mobile capability to enable end-to-end traceability of gold from extraction sites to export points. • The vendor will implement a system that assigns a unique digital certificate to each gram of gold at the point of extraction. • The vendor will provide training and support to government officials, miners, buyers, and other key stakeholders to ensure the effective adoption and long-term sustainability of the gold traceability application. • The vendor will establish a robust monitoring and evaluation framework to assess the performance, effectiveness, and impact of the gold traceability application.
