The State of North Carolina, Department of Adult Correction (DAC), is seeking information about solutions to replace or modernize its existing Offender Management System (OMS). The current system, known as the Offender Population Unified System (OPUS), has been in operation since 1994 and is a comprehensive, mission-critical enterprise system. The Department is looking for a modern OMS solution that can meet its business requirements, including offender intake and reception, custody classification, population and bed management, offender movement and transportation, sentence computation and time management, and offender programs, jobs, and rehabilitation. The solution should also be able to integrate with external agencies and systems, such as court systems, law enforcement data repositories, and state financial systems.
Some key features of the required solution include:
• Offender intake and reception
• Custody classification
• Population and bed management
• Offender movement and transportation
• Sentence computation and time management
• Offender programs, jobs, and rehabilitation
• Integration with external agencies and systems
• Data migration and validation
• Training and support for a large, geographically distributed workforce
The Department is open to different solution approaches, including commercial off-the-shelf (COTS) products, custom-developed solutions, and legacy code migration/modernization.
