2026 State Lobbying Services

Valley Water is seeking an experienced government‑relations consulting firm to provide state‑level lobbying services on behalf of the agency. The consultant will augment Valley Water’s in‑house staff in Sacramento, develop and execute a work plan, maintain required FPPC disclosures, and pursue legislative and regulatory actions to secure funding and favorable policy outcomes for water and natural‑resource programs. The engagement is a not‑to‑exceed fixed‑fee contract with a three‑year base term and two optional one‑year extensions. Minimum qualifications include at least five years of California state legislative and regulatory advocacy experience, knowledge of the California Political Reform Act, established relationships with the Governor’s Office and key legislative leaders, and a proven record of securing state‑budget funding. • Provide ongoing lobbying, advocacy, and coordination with Valley Water’s Sacramento office. • Submit weekly status updates, maintain FPPC Form 700/602 filings, and produce periodic progress reports. • Deliver a detailed Project Work Plan, attend meetings with agency staff, legislators, and agencies, and ensure all deliverables are approved by Valley Water. • Must meet strict conflict‑of‑interest, non‑collusion, and disclosure requirements; all proposals submitted as a single PDF via the SCVWD Procurement Portal.
