RFP for Consultant Services for the Modernization of its Pension Administration System (PAS) Project

The State of Oregon is seeking a consultant to provide end-to-end consulting support for the modernization of its Pension Administration System (PAS). The successful consultant will develop a thorough Request for Proposal (RFP) for a new PAS and guide the Oregon Public Employees Retirement System (PERS) through the vendor selection process. The scope of work includes project planning and management, refining requirements and conducting analysis, RFP development, interested parties review and approval, procurement process support, and evaluation support. • The consultant will work closely with PERS employees and interested parties to refine functional, technical, and regulatory requirements for the new PAS. • The consultant will develop a clear Scope of Work for the PAS vendor and detail business and technical requirements in the RFP. • The consultant will provide hands-on support throughout the solicitation period and assist in evaluating and selecting the PAS vendor. • The consultant will ensure the final RFP aligns with PERS' objectives and addresses all critical requirements.
