Description

Montana’s Department of Natural Resources and Conservation (DNRC) is issuing a Limited Solicitation for the “Soup Canyon” site‑preparation project, requiring a contractor to perform pile, slash, and scarify operations across approximately 102 acres to ready the land for planting. The work must follow detailed specifications contained in eight attached PDFs (vicinity map, unit map, transportation map, fire regulations, bear‑habitat procedures, site‑prep specifications, scarification transect procedure, and DWD computation form). The contract is a sealed‑bid, lump‑sum award; bidders must be registered in the state’s eMACS system and must accept a series of mandatory acknowledgments (e.g., draft contract, debarment clause, all‑or‑none award). • Perform dozer and/or excavator‑based trampling, scarification, and slash piling on two parcels (≈22 acres and ≈80 acres) located in Lake County, Sections 3 & 34, T23N R17W & T24N R17W. • Follow fire‑season regulations, bear‑habitat protection, and specific scarification measurement procedures (Attachment F) and woody‑debris calculations (Attachment G). • Submit a single lump‑sum bid by 20 May 2026; all communications must go through the designated procurement officer via the eMACS Q&A Board. • Contractor must provide required tax ID, authorized signatory details, and contractor liaison information as part of the bid package.

Budget estimate

$500,000 – $1,500,000

Based on typical rates for dozer and excavator operations in Montana (approximately $150–$250 per hour) plus mobilization, fuel, crew labor, and equipment wear, a 102‑acre forest‑site‑prep project of this complexity could range from roughly $500,000 for a lean operation to $1.5 million for a fully staffed, equipment‑intensive approach. The estimate also considers travel to a remote Lake County site, compliance with fire‑season regulations, and the need for detailed reporting (scarification transects, DWD calculations).
