Description

The Indian Health Service (IHS) Oklahoma City Area Office is issuing a Request for Quotation to establish a one‑year Blanket Purchase Agreement (BPA) for FDA‑cleared, CLIA‑waived respiratory PCR laboratory analyzers and associated consumables. The BPA will support four IHS outpatient facilities in Oklahoma (Clinton, El Reno, Pawnee, Watonga). The award will be a firm‑fixed‑price BPA with a total ceiling of $340,000 and a per‑call ceiling of $250,000. The contractor must provide the analyzer system, delivery, installation, configuration, training, preventive and corrective maintenance, and technical/application support at no cost to the government; revenue will be derived from consumable sales under facility‑level minimum‑quantity commitments. Evaluation will be based on technical compliance with FDA/CLIA status, multiplex capability, result time (≤30 min), footprint, connectivity (wired/wireless, Data Innovations middleware), and price, with non‑price factors weighted more heavily. Key points: • One‑year BPA, total ceiling $340 k, per‑call ceiling $250 k • Four Oklahoma IHS sites; delivery within 60 days of award • Provide BioFire SPOTFIRE‑type analyzer or “equal” product meeting listed salient characteristics • Include all placement services (delivery, installation, training, maintenance) at no cost • Consumable sales (respiratory panel kits, QC materials) constitute the revenue stream • Quote submission due Oct 2, 2026; questions due Sep 28, 2026.

Budget estimate

$150,000 – $340,000

The BPA’s aggregate ceiling is $340,000 for the one‑year period, with each individual call capped at $250,000. Because the government will only purchase consumables (test kits, QC materials) under the agreement, the contractor’s revenue will depend on the volume of kits ordered by the four facilities. Assuming modest utilization, a realistic range is roughly $150,000–$340,000 for the year. Lower end reflects minimal consumable uptake; upper end reflects the full ceiling being reached.
