Description

The Department of Veterans Affairs VISN 2 South is seeking a firm‑fixed‑price requirements contract to provide comprehensive referral, esoteric, oncology, and molecular diagnostic laboratory testing for multiple VA medical centers in New York and New Jersey. The contractor must operate CLIA‑high‑complexity, CAP‑accredited labs, maintain state licenses, and deliver results via a secure web portal and VistA/LEDI electronic interface. Continuous 24/7/365 specimen pick‑up and emergency STAT transport (4‑6 hour windows) are required, along with a 24‑hour toll‑free help desk, monthly performance reporting, and strict HIPAA/VA cybersecurity compliance. The contract will run for five years, with orders placed from January 2027 through December 2031. • Perform reference, esoteric, oncology, and molecular diagnostic tests for 10+ VA facilities across NY/NJ. • Provide daily specimen collection, temperature‑controlled transport, and STAT delivery within 4‑6 hours for emergency cases. • Deliver results through a FIPS‑140‑2‑encrypted portal, bi‑directional VistA LEDI interface, and hard‑copy reports; maintain 24/7 help desk and pathologist consultation (9 am‑5 pm M‑F). • Meet CLIA high‑complexity licensing, CAP (or equivalent) accreditation, and NY/NJ state lab licensing; submit monthly turnaround‑time, volume, and “tests not performed” reports. • Comply with VA cybersecurity, privacy, and data‑breach reporting requirements; provide annual IT support (Mon‑Fri 7 am‑5 pm) and annual staff privacy training.

Budget estimate

$30,000,000 – $80,000,000

No contract ceiling is disclosed, but a five‑year, multi‑site, high‑complexity laboratory services contract for a large federal health system typically ranges from tens to low hundreds of millions of dollars. Assuming an average of 2,000 test orders per month per site, an average reimbursement of $150 per test, and 10 sites, annual revenue would be roughly 2,000 × 150 × 10 = $30 million, yielding a five‑year total near $150 million. Adjusting for variations in test mix, volume fluctuations, and overhead, a realistic estimate is between $30 million and $80 million over the contract life.
