Bond Counsel Services

The City of Weslaco is seeking a law firm to provide Bond Counsel services for its debt programs. The selected firm will be expected to perform services including legal advice and consultation, document preparation, legal opinions, and coordination with City staff and financial advisors. The firm should have experience in Texas municipal finance law and have a dedicated attorney or legal team assigned to the City. The contract term will be for four years with the option to extend for up to two additional years. • The City of Weslaco is an Affirmative Action/Equal Opportunity Employer. • The selected firm will be expected to provide comprehensive management of the City’s debt issuance process and negotiation of key business points. • The firm should have experience with Certificates of Obligation, General Obligation Bonds, Revenue Bonds, and Refunding Bonds. • The firm should have knowledge of Texas municipal finance law, including applicable provisions of the Texas Government Code, Local Government Code, and federal tax law as it relates to public securities. • The City shall be notified in writing immediately of any proposed changes in assigned staffing. • Respondents must be duly licensed and authorized to practice law in the State of Texas.
