Accelerated Lead Service Line Replacement Program- Contract 3.1

The City of Providence is seeking a contractor for the Accelerated Lead Service Line Replacement Program – Contract 3.1. The project involves replacing lead service lines in the City of Providence. The contract duration is 312 calendar days. The contractor will be responsible for performing the work in accordance with the contract specifications and requirements. The City of Providence reserves the right to reject any and all bids. Some key aspects of the project include: • Pre-bid conference: A non-mandatory pre-bid conference will be held on November 13, 2025, at 2:00 PM PST via Microsoft Teams. • Bid submission: Bids must be submitted in sealed envelopes or packages labeled with the item description and the City department to which the solicitation and bid are related. • MBE/WBE participation: The City of Providence has a Minority and Women’s Business Enterprise Program, and bidders are required to submit a completed MBE/WBE Participation Plan with their bid. • Prevailing wage rates: The project is subject to the requirements of the Rhode Island Drinking Water State Revolving Fund (DWSRF) Assistance Agreements, including the payment of prevailing wage rates. The contractor will be selected based on the lowest responsible bidder, and the City of Providence reserves the right to reject any and all bids.
