Description
The Butte County Public Works Department is seeking a firm to provide a Solid Waste Rate Review for the Department's Waste Management Division and the Neal Road Recycling and Waste Facility. The selected firm will be expected to perform various tasks, including conducting rate reviews, providing financial planning and solid waste rate restructuring, and assisting with legislative compliance. The firm should have experience in the public sector and be able to provide unbiased opinions and recommendations.
• Conduct annual rate reviews for a possible base year and interim year Franchise Hauler rate increases
• Provide financial planning and solid waste rate restructuring
• Assist with legislative compliance, including SB 1383
• Review service contracts and franchise agreements
• Provide negotiation assistance and competitive procurement of collection, processing, and disposal services
• Develop zero-waste planning and implementation
