Description

The City of Garland is seeking a Construction Manager at Risk (CMAR) for the Granville Arts Center Renovation project. The CMAR will provide preconstruction and construction management services, including cost, schedule, and phasing guidance. The project involves modernizing performance spaces, replacing major building systems, enhancing accessibility, and strengthening the facility's role as a downtown cultural anchor. The CMAR will work closely with the design team and the City to ensure timely completion of the work within budget. The project has a total budget of $25 million, with a construction budget of approximately $21 million. The CMAR will be selected based on the best value to the City, considering factors such as relevant CMAR experience, project approach and schedule, project team qualifications, fee proposal, and references and past performance. Key aspects of the project include: • The CMAR will provide preconstruction services, including participation in weekly design meetings, development of a comprehensive phasing plan, and preparation of a Guaranteed Maximum Price (GMP) proposal. • The CMAR will manage all aspects of the work during construction, including on-site management, subcontractor supervision, and daily coordination with the City and design team. • The project has a tight timeline, with an anticipated completion date in 2027. • The CMAR will be incentivized to complete the project early, with a bonus of up to $50,000 for early completion. • The City will utilize its AIA-based CMAR contract, and proposing firms must acknowledge in writing that the contract is acceptable without reservation or modification.
